The SHINE Resolution:
The SHINE Resolution fixes the broken site-selection process that has left hosts financially strained, members having to pay exorbant travel fees, and meetings collapsing at the last minute. With clear funding rules, instructions for a fair & equitable selection process, and accountability for the Executive Committee & Site Selection and Meetings Committee, we make YDA stronger for everyone.
This resolution package expands Standing Rules 13 & 14 to imediatly increase transparency, equity, and accountability in site selection. It protects host chapters and ensures every National Committee meeting is accessible and fair.

An Easy Breakdown of the Resolution:

It protects your registration dollars, to directly fund the meeting, and is not divided up.
Registration fees capped at $80 (inflation-adjusted) with mandatory hardship waivers.
It outlines clear fundraising protocols such as who gets what funds after a meeting is paid for (spoiler alert: the Host keeps money raised in thier own territory)

Region of the bidding unit now factored in to decision making, making it so meetings should have equal share of distantce traveled.
Travel Costs will have to be calculated by Site Selection & Meetings Committee, including comparing at least two lodging options per bid.
As well as comparing travel costs by mandating analysis must include the costs of at least 3 major airports in every region. So we can better know how much each meeting will cost our members.

Treasurer must share past budgets within 7 days, expected attendance range, and any answer any questions a potential host might have.
Sets the expectiation that the Site Selection and Meetings Committee should act on bids within 14 days after the bidding window closes.
Executive Committee has 30 days to rule on a recommendation of the Site Selction & Meetings Committee.

The Executive Committee should work with Site Selection & Meetings Committee, failure to do so or go against the wishes of the Committee (whose sole job is to find equitable meeting location) would mean the Executive Committeee should provide a virtual option for National Committee Members to participate (Yes, including General Session).
Ensures that this process is more public, and bring some sunshint to a process that typically happens behind closed doors, by allowing all members to request the writeen rationale for site selection.
Overall sets standards for a more accountable and equitable practices that allows all members to attend meetings. By using the best tool availble to us…. The Site Selection & Meetings Committee!

Why SHINE ?
For too long, YDA’s Site Slection process has left host chapters in the dark, forced last-minute virtual meetings, and created unnecassary financial strain on charted units and their members. SHINE is simply a reform to a system that effects all members.
Let’s be honest, One of YDAs main jobs are these meeting and bringing us together. If as an organization we want to advocate for accounatbility, transparency, and equity. Our meetings should also meet the same expectations. SHINE turns site selection from a stressful, behind closed doors gamble, into a transparent, equitable, and sustainable process, so every chartered unit can host confidently and every young Democrat can participate fully.
Call To Action
The April National Committee Meeting in New Orleans is our moment. Since this is an emergency resolution. We need your support in the resolutions committee to bring the SHINE Amendment to the floor, and vote on the passage of SHINE. Your voice matters right now!
Here’s exactly how you can help:
Support the Resolution in Committee Stand with us at the NOLA meeting so we can debate and vote on SHINE. We need a majority of the Resolution committee to support hearing the Resolution in Committee. If notice is not accepted, we will need 2/3 of the body to support hearing the Resolution.
